Different Healthcare Licenses in UAE

The health-care licenses granted by UAE are:

  • DHA: “Dubai Health Authority” grants the health-care license to all those who pass the assessment examination carried by DHA to work in Dubai hospitals.
  • HAAD: Abu-Dhabi is the capital city and anyone who wishes to work in this luxurious city has to pass the assessment examination carried out by “Health Authority of Abu-Dhabi”
  • MOH: All the other 5 Emirates Sharjah, Ajman, Umm Al Quwain, Fujairah & Ras Al Khaimah you need to have MOH License.
  • DHCC: Located in the heart of Dubai, the world’s largest healthcare free zone comprises two phases. Phase 1, dedicated to healthcare and medical education and phase 2 is dedicated to wellness. To work in this health care system you need to have DHCC License.

Eligibility Criteria for HAAD, DHA, DHCC, and MOH examinations (Only doctors)

  • Primary qualification degree (MBBS)
  • Completion of internship (house-job)
  • 2 years of clinical experience (probably in home country)

Are there any exemption criteria for HAAD, DHA, DHCC, and MOH?

Yes, it is possible to apply for exemption from HAAD, DHA, DHCC, and MOH if you fall under the eligibility criteria for exemption. Following are the countries with competent authorities which are exempted from these examinations.

  3. Canada

  6. South Africa
  7. The United Kingdom

 I have cleared USMLE Step III/PLAB II/AMC/NZREX/MCCQE part II and have 1-year house job experience. Do I still need additional 2-years clinical experience for applying for a license to practice in UAE?

Yes, you are exempted from the license exams but you still need to have additional 2-years clinical experience for obtaining a license.

MRCP/MRCS (complete) are eligible for an exemption as well.

HAAD-Health Authority of Abu Dhabi

Abu Dhabi is the capital city of UAE and luxurious of all the Emirates. The lifestyle in Abu Dhabi is also expensive so, to accommodate doctors, the salaries paid to the doctors or any other specialty are also very high in comparison to other Emirates.

The validity of exam result: Exam result is valid up to 5 years conditioned by the Health Professional Qualification Requirements.

Number of Retakes: You can take HAAD examination up to 3 times. If you fail all the 3 times, you will be disqualified from further applying to same or low-quality examinations.

Exam fee (Medical Practitioner only): Again, this is similar to the other professions, the cost is AED 100 for the pre-registration with HAAD plus $73.57 collected by Pearson Vue for HAAD Testing Center and $94.59 for International Testing Centers. The validity of exam result: Exam result is valid up to 5 years conditioned by the Health Professional Qualification Requirements. The medical license is valid up to 1 year with renewal within 3 months of expiring.

Number of Retakes: You can take DHA examination up to 3 times. If you fail all the 3 times, you will be disqualified from further applying to same or low-quality examinations.

DHCC-Dubai Health Care City




Dubai Healthcare City allows Physicians and Surgeons from more than 30 countries to appear for online examinations to obtain the DHCC licensure to work as a dentist or physician in Dubai Healthcare city in the Emirate.DHCC - How to Pass HAAD, DHA, DHCC, and MOH | 2018 Latest

DHCC examinations are carried by Prometric same as for DHA. The aim and objective of DHCC are to increase the pool of healthcare professionals in UAE, boosting the emirate’s economy and promoting specialization.

Regulation and licensure of DHCC-based healthcare professionals and healthcare operators are handled by the Center for Healthcare Planning (CPQ). CPQ is an independent regulatory authority overseen by Dubai Healthcare City Authority (DHCA), the governing body and regulator of DHCC.

Is it possible to apply for DHA license as well?

Yes, you can apply for part-time DHA license if you are a Physician or Dentist. But, if you are any other healthcare professional you will have to get one of your licenses canceled or discontinued to apply for the other.

Can you work in Dubai Healthcare City with DHA license?

Yes, it is now possible to work with DHA license in DHCC. It is been recently agreed between the two authorities that anyone holding DHA license can work in DHCC without a separate license. Big news!

    I would like to ask you about the clinical attachment period.. just recently the Training and Development Center stated that they wont be accepting clinical attachment period as a work experience …does this apply to HAAD, DHA and DHCC or does it only apply to MOH ?

    I would like to clarify, i am applying for a DHA license as a medical technologist. Upon reading youre article, you have mentioned that the CBT is only available to the mentioned proffesionals. Does that mean that we medical technologist will have to do the oral exam instead the CBT??
